Most Gulf-region companies are in the Grounded stage of internal communications and corporate culture maturity—functions exist, reach many employees, and have a moderate measured impact.
Only a small number of organizations have reached the Established level, where these functions are fully embedded and highly effective. Meanwhile, about 1 in 4 companies still operate at the Started level, with minimal reach and limited influence.
